Peer Review

The OECD NCP peer reviews are the primary mechanism for evaluating the effectiveness and performance of individual NCPs, ensuring that they operate in a functionally equivalent manner. In 2017, the OECD Ministerial Council committed to having fully functioning and adequately resourced NCPs. As part of this commitment, a peer learning and capacity-building exercise or peer review is to be conducted by 2021, with the goal of reviewing all countries' NCPs by 2023.

According to the Core Template for Voluntary Peer Reviews of NCPs, the objectives of the peer review are to:

  • Assess that the functioning and operation of the NCPs are in accordance with the core criteria of visibility, accessibility, transparency and accountability;
  • Identify the NCP's strengths and positive results as well as any gaps and possibilities for improvement;
  • Make recommendations for improvement in line with the Guidelines; and
  • Serve as a learning tool for reviewed and participating NCPs.

In 2019, the LuxNCP committed to undergoing a peer review. In September 2022, a peer review team including representatives of the NCPs of Iceland, Latvia, and Switzerland, together with the representatives of the OECD Secretariat, visited Luxembourg for an on-site visit.

During the visit, the peer review team held an in-depth exchange on responsible business conduct with the Minister of Economy, Franz Fayot. The team also met with other relevant government officials and stakeholders, such as representatives of companies, trade unions, civil society organizations, national human rights institutions, and academia. The peer review team consulted with these stakeholders to obtain a complete picture of the functioning and performance of the NCP.

In June 2024, the LuxNCP will report to the OECD Working Party on Responsible Business Conduct on the implementation of the recommendations from this review.
